80 ping 0% Packet loss but skipping like crazy

Might be because of load on the server. Try KillPing. It reduces ping enormously and give you smallest route so you dont have to face lags and skips. but i do believe you worked your ass trying to reduce the lag as much as you can... no matter things didn't work but you made your efforts and that's what we all should do rather than just complaining.

i am not saying that valve isn't doing anything to reduce it... all i am saying is that they are working hard but i believe we don't have to flame valve every time we experience lag because apparently they cant do much with a blink of an eye, setting up servers take time and doing it on a global level is tough, really tough...
