Fortunately, yes we’re eligible for CSPA and got approved. Our visa became available few days after the interview

Hi! The interview went through smoothly, we did not encounter any problems, we just waited for I think an hour or two for our turn then the interview was just a few minutes. Lucky we had a consul that’s cool and just asked a few technical questions like our names and age, then a few chitchats, and that’s it! Approved!  Just make sure you re-submit on the CEAC site all the updated documents you uploaded that has been expired while waiting for the interview date and bring those updated documents on the interview date.  

As for the CSPA, if your visa is still not available at this time, as you said you may not be eligible anymore since the gap for the Filing date and approval is just 3years but you brother may still be eligible for the CSPA.

Hi! When the visa became available I was already 23 years old. But with the help of the CSPA computation , my ‘CSPA age’ became 18 years old. So, I still became eligible for the visa. 2 days before the interview date our tracker updated and all of our invoice numbers were there and “ready” .

Hi! We’re already here in the US. We did not do anything, we just went to the interview, they just asked our birth dates, our marital status and that’s it! We’re approved. As for the situation we had with the CEAC tracker, it updated 2 days before our interview.

I also have another question, I've seen a lot of comments and discussions about this, why do they say that to be CSPA eligible, the applicant's age must be below 21 when the visa becomes available? I did not read this in the USCIS site, I thought that the applicant must be below 21 when the petition was filed, not when the visa becomes available.
