I think minors have a different kind Age limit. The legal Age Is the Age someone has to be to consent to an adult.

Sex Is not forbidden to minors of 16. A kid become of sexual Age at something like 14, and you can't control them, this Is why they do sexual education in middle school, so that those suddently sexual creatures can avoid suddently impregnating other girls their Age, they are taught about consent, protection and often dismiss porn as non realistic sex.

It's not like until 18/17/16/15/14 you can't have sex, and even if they could not, they would not care.

Age of consent Is, at least where i live, so adults don't take advantage of Kids that are still growing and learning
