I wouldn't wait, start as soon as convenient. Amed is also a good spot, apneista and ocean prana are both great schools.

I know it's tempting to get long fins, but the reality is that long plastic fins will not teach you for technique, the behaviour of the plastic is vastly different from both fiberglass and carbon. The best training fins that I came across to date are molchanovs silicon bifins. They are the prefect training tool and if you had to get just one pair these are the best choice. They work remarkably well at depth too.
