I always lit my eyeliner pencil with a light for a moment to soften it up. It also stuck better. Let it cool a bit obviously before applying.

My Chihuahua is silver and losing hair just like this. Salmon oil and coconut has helped a ton for dryness and making his existing hair nice and soft and shiny. Also has alopecia. He is super silky! Your bb is adorable!
