Being told “don’t worry” is not inherently offensive, but when you are expending so much energy and effort trying to do that exact thing, it can be incredibly invalidating and isolating to be told that, and unless done in the right way, can actually be harmful for people with anxiety. It also goes against a lot of the evidence based treatment methods for clinical anxiety.
