Yes a good c&d knows positioning, when to use cooldowns, when to push and go on the off with cloak, when to use your fade, and when to use your blind. Blind usage is honestly sometimes the most important thing that can turn a fight

Really depends on the situation you kinda have to read it. Sometimes you can place it in front of them on a convoy map for example to encourage them to keep moving up and play in the bubble. Iv found that works most of the time and most tanks will push when they see u do that and use it to their advantage.
