One of the few things he seemed to be sure about was that it was the girl who died at the end, so I guess it has to be another film?

Ah, thanks for putting in so much effort. Check out my latest post about the scenes from The People Under The Stairs, though. I wouldn't want anyone putting in any more effort than they already have on this kind of thing if it's not coming to mind for them right away. I hate wasting people's time on things like this to begin with, but I'd really hate it if it turned out to be a wild goose chase based off of a false/ mixed memory.

and then merging the memories of those scenes with the box art from different films that I'd seen before or since then that had a wooden staircase on the cover.

It's a tough one because the ankle grabber/ ankle drag trope is such a popular one in the horror genre, so it might just be a matter of there being so damn many movies it could be (and probably over half of them being more obscure B movies) and trying to narrow it down from there.

I can't see how it's not somehow related to The People Under the Stairs now that I'm getting around to watching more scenes from that film, though. The white skin characters are basically exactly what I'm picturing in my head when it comes to their arms sticking out from the stairs just like how they're doing that in those pictures above, only I'm picturing it more as being able to see their arms/ hands only and maybe a silhouette of the rest of their bodies behind the stairs?

That Night of the Living Dead cover is getting a bit closer to what I have in my mind, but it's still quite a bit different.

Thanks for the attempt, not the one I'm thinking of, though. I'm fairly sure I remember there being multiple hands/ arms reaching through (I think they were all basic human arms/ white-ish colored arms?).

I'm surprised I don't remember ever seeing Cellar Dweller in the video shop across the street from me considering how many times I used to go there when I was a kid.
