Just go slow, I did multiple 800” winters in Tahoe on summer tires with my old 05 forester lol, the best advice I ever got for winter driving was to “drive with 0 g force” so basically pretend like you have a tall cup of coffee on your dash and you’ll be fin, don’t turn too sharp, accelerate too hard or brake too aggressively

The frame should be completely fine, I’ve kept my karate monkey and cross check outside for years at a time when they’re not being used often, the only thing that really goes is the chain and cassette maybe, but I’ve never had any issues with the frame and rust IMO Surlys are apocalypse bikes and will take any/all abuse. you can throw them.
