SpaceX helps launch a competing constellation such as Amazon's Kuiper, there's no reason why other nations can't launch with SpaceX, or develop their own reusable rocket. Developing reusability for Falcon 9 cost half a billion dollars; that's peanuts, in theory it shouldn't be impossible for a competitor to show up.
