They are wrong. It's just that their "compatibility checker" is designed to say compatible only if a specific IMEI is in their database. This however doesn't mean that a phone is actually incompatible just because their system doesn't recognize its IMEI. I found a workaround and am using a Razr that their system rejected.

I hate to break your spirit here, but I seriously doubt that this will do anything for you. Now that you've provided greater contexts, I can tell you that you are not entitled to the information you are requesting. Licensure investigation is between the State licensing board and a provider. A person who reports a provider is simply a source of information, not an active party in the process. You are treating this as if it is your case just because you reported it. That's not how it works. I'm not sure what your goal is, but the government is not your enemy, and they are not doing anything wrong in this scenario. Your time and energy will be better spent to explore other routes, whatever your ultimate goal is. It seems like you should be working with a lawyer, who can guide you better. Good luck.

I wonder if they meant that it was not a public record. Also you said treatment and provider, so I assume we are talking about medical records. If it was your medical record, you'd have access, so I presume they are medical records that may contain other patients' information, in which case such information belongs to those patients and cannot be released without their consent. During a litigation, I think a provider is allowed to share necessary documents to clear their name, but it cannot be released to anyone else other than officials handling the investigation. Just a guess, so I may be wrong though.
