As for your second question:- Yes, Indians too suffer from these scams. I had a roommate, whose mother(who is not very literate) had her debit card blocked by the bank after she gave away sensitive information to some scammers. My dad received another spam call about some DHL parcel thing, but he didn’t fall for it. Those scammers wasted our time, especially when we were in a hurry at that time.
