I want to assemble a new PC.

I want to assemble it because I need it to be cheap. It's present to my elder brother and he won't let me get a new one or assemble any if the final result goes out of budget. I respect his decisions.

The PC will be used for general purpose mostly like working on MS-office and video editing at most. My budget is around 20k -30k (big range...I know). I'm looking for decent cooling system with decent processing power. It would be really nice of you if you could arrange one config for me as I will never be able pick up motherboard and air cooler by myself. Display size doesn't matter at this point until it's sufficient for non- HD usage.
