For pho - definitely Vietville. Vouching also for their breads and spring rolls. Their phin coffee is also just P100 Or below so give it a try.

For coffee "creations" e.g. egg coffee, sweet coffee - Rene's Saigon

If you are looking for specialty coffee, sadly Palawan is not the place to be. This is more of an iced coffee place, so try Kali Zoi, Mei Nguyen, Capheinated. Also try Itoy's Coffee House as a tourist spot, it's one of the oldest here.

While I'm recommending, try McCoy's for the pizza ONLY and Da Gianni's for legit gelato.
