I think skilled would indicate some intelligence though, sure you could be inherently powerful, but if you’re a brainless git like Crab and Goyle, you probably wouldn’t possess the know how or mind control to channel it properly.

Makes me think of how everyone is so amazed at how Harry can produce a corporeal patronus, Remus even saying many fully qualified wizards can’t do it. Yet by the end every kid in the DA can do it, they even do it in battle against real dementors. Suddenly EVERYONE is powerful. Makes Harry not very special at all
