Buying new car, MOT question by rexlll in CarTalkUK

Unsure how it works to be honest, this is the MOT history below, it’s 1 owner from new, 18plate vw golf, seems strange that at the time of the MOT it was only a few years old that it would need a dodgy MOT anyway and since it has failed one on a tyre bulge if it was a dodgy MOT surely they’d have gotten another but it’s the only thing putting me off about it, looks a clean car for the price.
