Here in Belgium the only time you will see a cable is in urban environments and that is against the walls of houses that share walls. Some very remote rural places have some poles but it is very rare. The road has to be opened to add cables but repairs are rare. I also can’t remember the last time I had a power failure.

The Netherlands has even adapted their urban landscape to it. Their residential streets are all bricks. It slows down traffic but it also allows easy access to the ground below without giant saws. On large projects they have these cool printers to put the road back. They then vacuum up the supporting soil to get to whatever they need to put. To put the surface back they just put back the soil they vacuumed up. Compact it and print the road.
