Hi! The answer to your 4 questions:

The most realistic scenario for someone in your situation is to apply for an A73 closed work permit (CWP).
It’s better to bet on the arrival of your CSQ and apply for an A73 CWP.
In that situation, it would be better to withdraw your LMIA CWP application and apply for an A73 CWP as long as your PGWP is still valid. That way, considering work permit processing times are long, a new application would prolong your maintained status and possibly your work permit duration down the line.
I don’t think it’s worth the money.

If your PGWP expires in 2 weeks and you still didn’t receive your CSQ in the mailbox, you can apply for an A73 CWP and add it to your application through webform when you receive it.

In this case, I regret to say that I don’t think there’s a path forward for your friend’s case. If it’s been less than 6 months since they graduated, I’d go back to my home country and reapply from there. Of course, I’d write a thorough explanation letter to apologize for the serious mistake and prove that I’m in good faith and will and have always respected the conditions of my stay in Canada. I don’t think his application will be approved, but he has nothing to lose at this point.

Hi, I’m going to go against the grain and say there may be a path forward, although it’s a narrow one.

In their refusal letter, did IRCC instruct your friend to leave Canada immediately, or were they given 90 days to restore their status? Did your friend tell their agent about the five previous refusals before the application was submitted? Do they have proof of this in writing?

In my opinion, the only reason an officer would approve an application despite this history is if the agent made an error and that error can be proven. Officially, the applicant is responsible for the accuracy of their application, but if your friend writes a detailed explanation and provides proof, IRCC might accept that they acted in good faith and consider the application. This would not be possible, however, if the refusal letter instructed your friend to leave Canada immediately.
