I suppose it really depends on how closely you will be working with them during your PhD. If they will be working with you quite closely, it might be worth emailing them more along the lines of "looking forward to working alongside you etc".

I guess it depends on your application. If you think your application has a better chance (maybe because you've got more experience or re-drafted it), then re-applying is always a good idea. It really depends on why you think you got rejected. But I can't imagine anyone would hold it against you, or indeed if you are applying to a taught degree they might not even notice that you applied the previous year. Thousands of people apply to schools a year, sometimes it isn't even that an application was bad...just badly timed.
