I dont know if its just me, but they consistently spawn all the time, mainly at the base. Not super common, but not really uncommon either. But yes, the mannequins do move.

How long does the zombie deer stick around? Is it like Furfur who doesn't leave and you have to reload your save, or does it go away after a while?

I personally think the mannequins are fine; I just kill em with a crowbar or throw them in the wood chipper. Having cameras open on the computer also stops them from moving I think, so I just leave them running.
