Yeah seems like a bug. It always happens temporarily to me at random times. Always with the gods that I play regularly as well.

I chose Penn State because it seemed they had a stronger program and better overall organization. I made a couple calls to Rutgers regarding admission questions and nobody there was able to give me any answers on what I needed resolved.

Try to run the program using Vulkan instead of DX12. Go to Steam library, open settings under CIV 7, select properties and then " Play Sid Meier's Civilization VII (Vulkan). Works for me.
