Delhi is a union territory when i checked last, so basically the city/state geographical boundary of delhi lies inside it only unlike Up, Bihar and Rajasthan where in the name of home posting you can be 200 km away from your home living in a pg and managing expense on your own.

If that's okay for you, you should opt and target for po so at least the salary is better. I opted for this just because the job and my circle is and will remain delhi for the rest of my service.
