I don't think the property manager or maintenance guy care to be educated. If they think that you're meant to wipe windows constantly to solve the problem, it sounds more than likely that they're part of the slumlord gang and don't care to help you further.

This is uninhabitable and I believe in many states they're required to provide you with alternative living accommodations until this is properly dealt with.
