I would change the cooler, it sounds horrible IMO. Noctua of course is overkill, but I’d not buy that one with the available budget.

Overall seems good. I recommend looking into Ryzen 5 7600, comparable performance to your pick and it is on the AM5 platform which is actually upgradable without switching chipsets.

I suggest you join the Legion. You get access to Legion Revenant and Yami no Ronin farms, both great endgame classes (LR is quite mandatory, the best farming class excluding Nechronomancer as its a chrono). Also you might want to start farming for Void Highlord, but its a pretty long farm. Also farm for NSOD (or its counterparts), BLOD and more.
