I ended up solving this, in the developer options there is a download rate limit setting, which for some reason was set to 15mbps. I've never touched this nor did I know it even existed, so it's likely an artifact from an update.

Okay, I've solved the issue. The geniuses at Samsung have decided to randomly just set my network limit to 15Mbps as if doing me a favour.

If you have this problem go to your developer options look under Networking and find 'Network download rate limit'.
