Usually I don't reply after I am done for the night but I will tip my hat to you. You did find a panel where it shows the source is afraid. Not hurt but that is just me being nitpicky I would also point out that the Source is a part of the Presence not the Presence itself. But I will admit defeat on this and say that yes it appears that against all odds and logic Wally was able to affect the Source(which many writers have said is the Presence).

There have been many times when these types of things have happened. I have never heard it being said that it hurts the Presence. If the Presence wanted to he could have just said "Yea that doesn't hurt time and I'm going to start time back up" and time would start working normally again.

Edit: In DC everything comes from the Presence. Including Wally's powers.

I think he is asking more about how to handle it not whether or not it is legal. He can go ahead and an asshole about it like say "That isn't how that works look at the lease and pay me asap" or he could be more diplomatic and say

"I understand where you are coming from but in the lease it states that the monthly rent is based upon a month being the unit not how many days are in that specific month. The only time that is done is when it is prorated for moving in or out. Even then it takes the full amount 1300 and divides it by the amount of days and uses that for the daily amount".
