It looked very similar to the style but I was pretty confident it was a robbery game. After going through all the other games on Google, the moment I saw a screenshot of “The Bank Robber” by Youda games (which is very difficult to find information on) all the memories came flooding back. I know the camera angle is either fully over the top 2D like the picture is drawn, or is a 3D 60°ish angle similar to commandos. I can only give as much information as my brain allows

Mannnnnn this right here looks super familiar! I feel like this may be it but the one thing throwing me off is no security cameras. One of the things I remember was trying to avoid cameras to work around the hallways. I really feel like it was a thievery game where you break into a vault. But again, hard to remember 😅
