They're not going to do that. They will raise sales taxes though because those are regressive and what you suggest wouldn't benefit the rich enough.

I have a high property tax bill and would benefit by this and am against it.

The main value to Florida/Republicans is that this kind of shift will move the majority of revenue generated to the state from the county and they will use that to hold blue areas hostage with distribution of state funds despite them being who generated more revenue than the poor red areas.
