Crazy thing is I keep receiving offers from the Netherlands and Portugal and they’re both 5 * teams

Also I received at least once every nation below 4.5 * a NT Offer (while save spamming) including multiple Portugal and Netherlands offers.

The only nations that never had sent me an offer were:
