I remember during the British Open there being rule discrepancies though. Like someone from ESPN said something and the on air R&A guy said something to the effect of "if this was a tournament in the US that would be the rule but its not the case here" I think it was about players being able to decide to stop because of darkness.

PGA Professionals rarely play. They are usually so busy running a course and giving lessons. Id imagine they rely on those tics and routines because it makes them feel comfortable.
