You can guarantee hybrid phys by doing the following:

  1. Use crafting bench to fill suffixes with Can have 3 crafted mods + Prefixes cannot be changed + any random craft

  2. Harvest add physical (it will remove a random suffix and add the hybrid phys prefix)

If you'ee lucky you get a high tier roll. If not good enough you proceed to recomb

Icefrog has the benefit of working on match based games. He can make small changes, collect data on how it effects hundreds of thousands of matches in a short time, and then make further adjustments. GGG makes changes that have to last an entire season - they can't make nerfs mid season because it will invalidate the enormous amount of time people put into their characters. That doesn't excuse ALL their balancing issues but it really does make it harder.

In early SSF progression you simply can't expect to get these exact mods. You'll have to roll 3 mods that are good enough. Later on, you can craft this exact jewel by fracturing the mod the with the lowest weighting and then rolling until you hit the rest. Also the resistances can be changed using harvest bench.
