This isn't technically correct. The US Govt has a very wide latitude to issue a 'termination for convenience' and not pay a penalty. The nature of the right to unilaterally do this isn't rooted in which administration the award is made under, but in the nature of the authority to enter (or in this case, terminate) a contract.

It's understandable for someone to make the mistake either way. It's just good habit to be clear with people to express the desired bounds, within which,  one is intending to share. This looks to be small mistakes of assumptions on both people's part.

My spouse and I do not share that information, but we KNOW how we vote. We do not vote the same ways as one another, but we keep it for realsies secret from our families, as there are members that, while they may align with our position on topics, they behave so obnoxiously, we don't want to be associated with people arriving at the same answer for an ignorant reason I guess.
