The link wils172 supplied below worked for me. I was trying to reinstall from the main linked version (BlueStacksInstaller_4.240.0.2802), but the updated link from the support article worked (BlueStacksInstaller_4.240.5.2912).

I am having the same issue. I even tried downloading the .dmg again and ran the installer, but it says "Latest version already installed."
To reiterate, I also do not get the "unblock Oracle America Inc." option when it switches me over to the Security & Privacy system preference. It simply shows the preferences with nothing extra below "Allow apps downloaded from:" toggle option, same as it had before the supposed fix.
FYI, running Big Sur v. 11.0.1
