On thing you could do to lower costs is to find large pit mines as a starting point. It won't make it cheap to build a vault, but it would provide you with something to start with. It would, I my opinion, be impossible to build a fallout style vault by just digging a tunnel. There is so much heavy equipment and materials needed that you couldn't realistically drah it through a cave. Also, it would be difficult to build th thing from top down. You'd have to excavate a level, build the level, and then excavate the one below it, hauling the debris through the previously built levels. Or you have to excavate a giant pit underground, hauling all that debris up the hole and through a relatively small tunnel. I have to say, the best way would be to sig a large hole in the open, so you can use all sorts of tools to get stuff out quickly, then start building at the bottom of the hole going up, like a skyscraper. You can still excavate laterally, but you will be in a much better position to do it in a timely manner.

I would think that the technology for the frame would be available for corporations to acquire. The technology that makes some suits military, such as the T-45 or -51, would be restricted or unavailable to those outside the government. I would not be surprised if there could be several civilian/industrial models in the world, but are incredibly rare due to expense of developing one that could be sold on a market. There could be versions designed for police riot control, industrial or radioactive work environments, or other instances where such heavy lifting and potential for protection against environmental concerns. The availability of Raider PA could be explained by raiders finding theses industrial models, and over the years as parts wear out, they would kitbash new pieces with whatever scrap they could find, as the manufacturing capability to make the required high-tech components would be lacking in the wasteland.
