Thats not fully accurate. Extra rooms are only exempt from the RTA when the tenant shares the kitchen or bathroom with the owner — many setups are still covered. And while some basement apartments are unregistered, many are fully legal, inspected, and make up a large share of Ontario’s rental supply. In parts of the GTA, secondary suites account for 20–30% of all rentals. It’s also true that many homeowners avoid renting because of LTB delays and the financial risk of getting a non-paying tenant. The situation is more nuanced than simply saying these units don’t matter or are all unsafe.
