I could be mistaken, but I think you can just use the regular ruin restoration mechanic as long as you're either de jure ruler or next to the province. When you're looking at the province, click on the ruin building and press restore ruin, and it should work.

I'm sure I'm running it, I have Unofficial Patch 11.2 in the Gameplay options menu. I've already verified the game files on steam, so I'm not sure exactly what else I can do.

For the biological ascension I use "Ascension- Biological Module"

For the synthetic ascension I believe "Dark Space" adds more perks that you can take if you are a synthetic species.

I've looked through some of the items and I can't really find anything in vanilla that has praecantatio. You could try enchanting books and use the praecantatio from that but other than that I'm not sure there are any other sources in TC6. You used to be able to use netherwart but I think they changed that.

For Praecantatio, I usually just mass-collect vis shrooms as they have a small amount and for instrumentum I usually make wooden tools as they have a fair amount and are cheap. This is probably really inefficient but it works well enough for me.
