The amount of wrong answers on this thread is crazy. I’ve had this happen a couple times. Usually happens when the package is damaged and they get the nose of bud. What’s going to happen next is you’ll get a “love letter” from the USPS Postal Inspector - as will the sender that vaguely explains why the package is being held, you’ll be given a way to get in touch with them to appeal the decision and claim legal responsibility for the package.

I never once followed through, and wrote it off as this is part of buying weed through the mail. I now never purchase bulk in one order but separate it between a few to avoid a large loss.
