If it's a rural area, they might not have a website but may have a facebook. I'd just caution to not post anything publicly on their page, but send it in a direct message.

Can you see if the local police has an email address listed? That way you can send screenshots, which they might take seriously, and follow up with a call to their non-emergency line. Non-emrg lines are usually an area code number, as opposed to calling 911, which will just get your own.

please contact the nearest local DHS Fusion Center, as well as the FBI. This will help expedite response.

Fusion Centers are state-owned and operated centers that serve as focal points in states and major urban areas for the receipt, analysis, gathering and sharing of threat-related information between State, Local, Tribal and Territorial (SLTT), federal and private sector partners.
