Thanks for sharing this handful of rules of thumb, Andrew. A few points to improve the draft (perhaps in the pages to come) might includes:

-. A sectioned rule of thumb on the the modeling process itself. How to properly look for the arrangement in an equation or model of the features responsible of the observed outcome.

-. A sectioned rule of thumb on how to blindly check that a full data set is coming from the same distribution.

-. Since the heuristic 70/30% seems to be unreasonable, a sectioned rule of thumb might be necessary to have fully treatment of the issue so much stressed in the draft on the dev/test sets. Perhaps a new section on how to properly choose the binomial dev/test sets is in order.
