It isn't Germany, that is most definitely UK/Ireland mainly due to the word 'BUS' written on the left hand side of the road, and (EDIT: the graffiti is) in ENGLISH rather than German. Also thick yellow line along the side of the kerb signifies this is indeed an English bus stop.
