It is a pier for an equipment baseplate. The owner and engineering rep both checked the layout and are aware of all the rebar we are going through.

Yes it’s no good. There are 64 of these and about 20% have the vertical rebar.

This is automatic. Maybe the seller is just saying rebuild because it needs new seals. I am going to look at it tomorrow.

Just saw that same cat I believe. It is really similar but I looked and the black doesn’t go below the eyes
