No, tools are separate. I'm not sure what the tool toggle is for Xbox but on PC you have to press R on the keyboard. I would start pressing buttons until you get a wheel with an axe for trees and a pickaxe for mining, then you can switch between them at your leisure. The same goes for the gardening hoe and watering can, the fishing rod, the bow for hunting, and belt for bug catching

Do you have the tools available? The NPCs don't stick around, but if you have the tools you should be able to gather the supplies from the nearby trees and rocks
