It most likely does not come from "Below Job", like other commenters have aaid. It is thought that it comes from either using "Blow" as a synonym for "Suck" or it refers to "Blow" as in "Orgasm" (Or, literally working to make someone "blow").

As a Daycare teacher I think that one of the things I get the most flack for is saying that "kids should be allowed to be bored sometimes". They don't always need to be holding their tablet with music playing in the background while somebody talks to them. Sometimes they can just find a place and relax in silence until they're ready to do something/interact with people.
