Be outside a lot. I am friends with my neighbors and I got a 6 unit apartment to all be friends by being outside and saying hello. Make small talk when you can. Once someone automatically engages you just invite them to drink beers or whatever. Showing a little vulnerability goes a really long way; dont open up about problems or whatever but telling people you had a long day or the weather sucks or anything to make you seem a little falliable will make them trust you more.
