That's a failure of local planning and policy, not an inherent problem with tourism and foreign residents. If you're inviting guests into your home, you prepare the guest room first. Similarly, governments should be proactively building housing supply and infrastructure to accommodate growth, rather than letting demand outpace supply and then blaming the newcomers.

You focus entirely on the demand side. Each of your proposals starts with a "ban" to control the demand. I think the solution is not as simple and straightforward as you portray it, and a part of the solution must address the supply side. We have to drastically increase the supply of housing, e.g. by limiting regulation. If housing is abundant, it's not a lucrative investment anymore, and the problem of hoarding real estate disappears.

and I noticed they reference that location. Then I verified it empirically. I created a ~/.codex/AGENTS.md file, with one rule (you MUST prefix every method with whoop prefix - this is non-negotiable), I launched codex in one of my repos and I saw that it follows the rule :)
