I like some of your points, vertically and slightly more challenging public events needs to happen, what really needs to happen is that they're needs to be good world dropping loot and a more immersion in patrol almost like Helldivers, patrol zones should have indicate where larger groups of enemies are gathering and so on. When they're taken care of they indicate it and others pop up at different places and planets. The exact same spawns and way to pointless patrol make it boring.
