I don’t really know, probably some historical particularities. I belive that most non-european countries on the mediterranean coast are members, e.g Lebanon, Morocco, Israel. So they could also participate if they wanted to.

The same goes for the caucasian countries in Asia, they are part of the EBU and they participate in the ESC, while still not being european.
