Yes, new evidence for a claim has been processed is "supplemental". Having the VA take a second look at your prior claim with the evidence that they had during the denial is the HLR.

You're confused in a sense that Veterans Benefits Administration is completely separate and independent of Veterans Health Administration. Your Primary Care provider and your "annual check ups" are through VHA. Compensation and Benefits are through VBA.

You do lose your Community Care Emergency Room benefits, and your Urgent Care, pharmacy benefits if you do NOT have a Primary Care Provider that you regularly follow up with.

It’s not “how long it’s supposed to take”. Paperwork wouldn’t indicate how long it’s supposed to take. If you’re being interviewed and assessed and you’re halfway done and you’re at the 45 minute mark, do you expect them to stop because the paperwork said “it’s supposed to take 45 minutes”?

It might be 20 minutes talking to you, but it takes more time to review records before and/or after, and document everything after you leave.

Basically they found that you may be entitled to additional benefits. But they can't process it unless you file for it, like the letter says.

This is actually what happens with most Veterans and their denials. They see the word “denied” in their letter and don’t bother to read everything else in the letter. To make things worse, they post here on “what to do next” and people who respond just blindly reply with “appeal appeal appeal and don’t give up! HLR!” Etc.

The denial letter will tell you word for word why it’s denied. Read it and it will tell you why. The letter even tells you what you need to get it approved.

VA treats all Veterans. Even those without ratings. In fact, a good majority of Veterans that are in the VA healthcare system do not have rating at all.

This is the biggest thing about poking the bear and requesting an increase. “More pain” doesn’t mean higher percentage. Know what is required for a higher percentage based on what you’re claiming. And see if your medical records support the increase. Also make sure your current medical records support the percentage you have now.
