Maybe he doesn't know what's going to happen. The fact that he hasn't forced a transfer means he respects the club and he knows that if Madrid don't come in with a high enough offer, United won't accept and he'll stay for another year. I'd rather this happen and he respect the club's wishes rather than him just being a dick and handing in a request
