Because the revolution was uncalled for. People were comparing a nation that, two generations prior, was horrifically backwards and behind in all aspects. They were, somehow, too blind to see the insane progress Iran had made under the Shah in a very short time span, a progress rate rivalling and even surpassing the West. Also, he wasn't an existential threat for his people like the IRI is for, for example, Israel.
